Since 2000-2001, the Meghalaya government has been executing the “Chief Minister’s Special Rural Development Fund” as part of the special Rural works programme

The program’s major goal is to produce wage employment and the building of socially and economically viable public assets through grassroots engagement. The schemes conducted in the programme are diverse in character and are chosen by Members of the Legislative Assembly (MLA) and non-governmental organisations (NGOs) and implemented through local durbars and beneficiary organisations under the supervision of respective District Deputy Commissioners. Construction of rural roads, footpaths, footbridges’ drainage’ culverts with Hume pipes, improvements to water sources, community halls, multi-purpose buildings’ provision/improvement of rural electrification, school buildings, playground’ schemes such as procurement of equipment, new vehicles such as mortuary vans, ambulance, school buses, and oxygenated vans for transporting live fish etc. The scheme will also consider eco-friendly innovative initiatives. Schemes/projects should not be overly technical in nature, and project costs should be kept to a minimum through convergence or by assuring people’s participation. The Chief Minister’s Special Rural Development Fund will be available for use in the state’s rural and semi-rural districts.

  • CMSRDF shall be implemented through direct public participation rather than through contractors.
  •  People are involved through village Dorbars/Local committees/Beneficiary Organisations, etc.
  • CMSRDF  monies should be held in savings bank accounts, with interest gained reported to the State Government on a regular basis.
  • The plan specifics should be widely displayed on site/on equipment by the implementing organisations.
  • To promote local development.

Eligibility

  • Local MLAs are in charge of identifying these people.
  • All implementing agencies’ NGOs, etc., should open a bank account co-managed by two members, and funding should be released solely to their accounts.
  • If the amount required to be issued exceeds Rs. 50.000, the Block Development Officer in charge should release it in two payments.
  • The fund may not be used for land compensation or the payment of wages and office expenditures.
  • The Partner organisations should provide a utilisation certificate for the amount drawn and used to the Block Development authorities concerned for record.
  • If the organization/beneficiaries fail to submit the UC (Utilisation Certificate) for the first installment and do not claim the second installment after three years, the work or project allotted or executed by them should be considered closed, and the fund should be returned to the Directorate.
  • Citizens and SHGs, in particular, may seek the assistance of their local MLA to take advantage of this plan.

Application Precedure

Step 01: The schemes identified and recommended by village communities, MLAs, and/or partner organisations should be submitted to the Chief Minister’s Secretariat scheme, together with full plans and estimates.

Step 02: Any proposal that does not include the above-mentioned plans, estimates, or quotations will be returned to the proposers by the CM’s secretariat.
